the survival and development of an enterprise relies on the competitive advantage brought by the core competencies of the enterprise, and the acquisition of these core competencies should follow the competitive law of "to have what others haven't,to be better when others have,to be professional when others better,to be changed when others professional", the most fundamental of which is innovation. without innovation, it is impossible to establish differences with competitors, and it is impossible to have the so-called competitive advantage, and enterprises will have no basis for survival and development. for enterprises with a competitive advantage, if they do not have the ability to innovate continuously, it will be impossible to maintain this competitive advantage and inevitably end up being eliminated. in order to respond to the needs of enterprises to improve innovation management and control innovation risks, the european union established the technical committee for the standardization of innovation management (cen/tc389) in brussels in november 2008 to work on the standardization of innovation management. seven eu standards on innovation management have been published in succession from 2013 to 2015: cen/ts16555-1 innovation management system, cen/ts16555-2 strategic intelligence management, cen/ts16555-3 innovation thinking, cen/ts16555-4 intellectual property management, cen/ts16555-5 collaboration management, cen/ts16555-6 creativity management and cen /ts16555- evaluation of innovation management. the uk, france, spain and other eu countries have transformed the cen/ts16555 series of standards into their own national standards and carried out the certification of innovation management systems in their respective countries. in 2013, the international organization for standardization (iso) established the technical committee on innovation management standardization (iso/tc279), which is responsible for developing international standards on innovation management. currently iso/tc279 has published three international standards, namely iso 56003 innovation management - tools and methods for innovation partnership - guidance and iso/tr56004 innovation management assessment - guidance, published in february 2019, and iso 56002 innovation management systems: guidance, published in july 2019.
